جب کوئی ایسا مجمع ہو جائے تو مجسٹریٹ موقع پر جا کر ان لوگوں کو مجمع خلاف قانون قرار دیتا ہےہے، اگر وہ منتشر نہ ہوں تو پھر پولیس کو حکم دیتا ہے کہ بہ جبر منتشر کیا جائے، پھر لاٹھیاں برسنی شروع ہوتی ہیں، اگر اس پر بھی نہ منتشر ہوں تو بندوق چلانے کا حکم دیا جاتا ہے۔
